You move each mods .vpk files from the "Workshop" folder to "Addons" folder! Therefore you are saving workshop mods on your computer - just in a different folder. Hope you had install the Left 4 Dead 2 Authoring Tools (found in Steam --> Library menu --> Tools menu item). Start up the Left 4 Dead 2 Authoring Tools. You will see on your basic screen something like this Double-Klick on the "Workshop Manager" and following window open: You'll see a list of all mods you have uploaded to the Steam Workshop.
