Yes, it's really how it works. You equip the talisman and it instantly uses it, giving you all your ability points back, simple as that. That amulet doesn't have infinite uses, it just means you can buy it an infinite number of times from him. The first amulet costs 1 gold, so it's basically a free respec.

Playing as your companions is the best way to decide. Given how little of a story impact specializations have, it's dumb they don't let you change it. Its pretty funny, because the reason they said you couldnt be a blood mage this time around was that your specialization would have impact on the story.
